MCLEANSBORO – Hamilton Memorial Hospital District (HMHD) is pleased to announce the appointment of Justin Epperson as its new Chief Executive Officer, effective September 1, 2025.
Epperson has served as Interim CEO since July, following the departure of former CEO Victoria Woodrow, who led the organization for a decade.
Epperson brings over two decades of experience in healthcare finance and leadership to his new role. He joined HMHD in 2018 as Chief Financial Officer. As CFO he has led the development of a long-term strategic financial plan, promoted stronger communication between departments, and overseen major modernization efforts across the organization. Before joining HMHD, Epperson spent 16 years as a financial analyst at SSM Health in Mt. Vernon.
A native of Hamilton County, Epperson holds a Bachelor of Science in Accounting from Southern Illinois University Carbondale. He is currently pursuing a Master of Science in Accounting and Public Administration at SIU.

Wayne Morris, President of the HMHD Board of Directors, expressed strong support for Epperson’s leadership.

Epperson succeeds Victoria Woodrow, who served as CEO of HMHD for 10 years before stepping down in July 2025. Under her leadership, the hospital district achieved significant advancements in patient care, facility improvements, and community outreach.
Hamilton Memorial Hospital District looks forward to a new chapter under Epperson’s leadership, as it continues its mission of delivering accessible, high-quality healthcare to the communities it serves.
